Work Plan

The REMCAP project is implemented through 7 work packages in three phases (the analysis phase; the action planning phase; and the implementation support phase), supported by two horizontal work packages (WP 8: outreach and dissemination and WP9: project management) that operate throughout the duration of the project lifecycle.



Analysis Phase

The Analysis Phase will characterise the existing RRDCs in terms of their main actors and policies for development in order to:

  1. Understand how such RRDCs can best stimulate innovation in the field of maritime resource efficiency
  2. Identify the gaps in capability which presently inhibit that role

Action Planning Phase

The Action Planning Phase will develop a Joint Action Plan (JAP) for the consortium, supported by regional strategic plans for each participating RRDC to focus effort on smart specialisation priorities.

Implementation Support Phase

The Implementation and Support Measures Phase will prepare the ground for implementation of the Joint Action Planning and the regional strategic plans by:

  1. Defining measures for creating additional innovation capacity
  2. Building or enhancing international cooperation mechanisms

Analysis Phase

WP1- Cluster Characterisation & SWOT

This work package creates a detailed understanding of European clusters having competencies in the field of maritime resource efficiency. Its primary focus will be on the clusters within the consortium, but it will also identify key expertise within selected other EU clusters and initiate outreach into these areas by identifying the characteristics of each participating RRDC, and other selected EU clusters by performing a SWOT analysis on each participating RRDC.

Analysis Phase

WP2- Market Innovation & Analysis

This work package analyzes the drivers of increased maritime resource efficiency, including policy development, and creates a picture of future markets and typical customer needs. Detailed knowledge of maritime market demand is essential to define how key areas of innovation will deliver benefits to users in order to assess the present and future markets for maritime resource efficient products and services. The current knowledge of market and policy drivers will be extended to identify the major innovation priorities required to satisfy market requirements and generate market leadership. This information will be presented in the form of an influence map, detailing improvements in resource utilisation that results from each area of innovation.

Analysis Phase

WP3- Project & Facilities Database & RTD Gap Analysis

This work package will be carried out in two stages, firstly by identifying relevant research facilities and creating a database of centres of expertise and then mapping these findings in order to identify gaps in research and technology development. These two approaches will lead to creating a database of relevant RTD facilities and recent projects- specifically with FP7 and major national programmes and performing a RTD gap analysis in order to highlight topics where new RTD initiatives are required to exploit markets for maritime resource efficiency.

Action Planning Phase

WP4- Regional Strategic Planning

This work package builds on the knowledge of cluster strengths and weaknesses (WP1) and knowledge of priority innovation challenges identified (WP2) in order to pinpoint actions which could expand the innovation capacity of each regional cluster. The results of identifying RTD gaps (WP3) coupled with the technology road-map (WP5), will then define the priorities for investment in research, technology, innovation and skills. By forming the basis of regional innovation action plans, this work package will create a strategy and action plan for each participating cluster, targeting additional innovation capacity that supports each region’s smart specialisation objectives and develop regional action plans which implement smart specialisation strategies.

Action Planning Phase

WP5- Joint Action Planning

This work package combines the output of market priorities (WP2) and the RTD project and facilities database (WP3) to form the basis for a technology road-mapping analysis. This will identify specific innovation priorities that enable market capability, and also highlight where additional RTD facilities of value. Through consolidating this information, the outcomes of work package 5 are to target innovation priorities across the consortium; address the needs for collective capacity building through enhanced cluster working; and to highlight opportunities for involvement of additional European clusters, and potential for wider international co-operation.

Work Package 5 Lead Partner: Marine Southeast

Implementation Support Phase

WP6- Measures Supporting Regional and Joint Action Plans

This work package will undertake the actions needed to support and enable the full implementation of the Joint Action Plan (JAP), including the regional strategic plans. The major implementation initiatives (new collaborative programmes, new facilities etc) will take place outside the REMCAP project, using external sources finance identified in the action plans. The objectives of work package6 are to facilitate new collaborations and commitment to RTD challenges in line with the shared action plans and to initiate the stakeholder engagement needed to support regional action plans, highlighting specific innovation advantages and socio-economic benefits.

Implementation Support Phase

WP7- International Impact

This work package aims at strengthening the competitive position of the consortium and its constituent clusters within the international marketplace. This work package will perform an appraisal of the project’s impact in developing priorities for co-operation beyond the participating clusters, targeting specific capabilities and routes to market which would strengthen the consortium impacts; and initiating international relationships with priority clusters and organisations outside Europe, that can extend the reach of European clusters in the field of maritime resource efficiency.

Work Package 7 Lead Partner: Pôle Mer PACA

WP8- RRDC Outreach and Dissemination

This work package maintains the technical interaction between consortium partners in order to achieve success in a trans-national collaboration. Formal co-ordination will take the form of six-monthly meetings of the General Assembly (Project Co-ordination Committee) hosted by one of the partners. More detailed technical coordination issues will be addressed by an Executive Group comprising one representative from each regional cluster.

WP9- Project Management

This work package maintains the technical interaction between consortium partners in order to achieve success in a trans-national collaboration. Formal co-ordination will take the form of six-monthly meetings of the General Assembly (Project Co-ordination Committee) hosted by one of the partners.

Work Package 9 Lead Partner: Marine Southeast

Review

A review will be undertaken immediately after the action planning phase to confirm with the value of the Joint Action Planning and the regional strategic plans to RTD-driven economic development, and undertake any recommended adjustments.
